Be Obsessed By Numbers

Measurement is essential to creating process baseline.  It can be as simple as a review of current reports and documentation or as extensive as a statistical measurement of your current process.  It all depends on the scope of the engagement and complexity of your current process.

This is an important step not to be missed.  Not only does measurement provide credibility to projects, it helps obtain budgets and deliver the cool stats everyone loves to see...  "we went from 4 people and 28 hours with 30 defects to zero defects, 1 hour and 1 person!"  Well, we will have nothing to share if we don't create our benchmark measurement.
